Overview

DECISIVE ANALYTICS Corporation is seeking a Senior Software Systems Engineer.  This position will support our Office of the Secretary of Defense (OSD) customer in Alexandria, VA.

Responsibilities

The Senior Software Systems Engineer will be responsible for providing technical oversight, assessments, and analysis of software intensive Major Defense Acquisition Programs and Major Information Systems (MDAP/MAIS) programs in support of the Deputy Assistant Secretary of Defense, Systems Engineering (DASD(SE)), Director, Major Program Support. This is in support of OSD to mentor programs on best practices and assess risk, not hands-on development.

 

Duties will include:

  • Providing software engineering subject matter expertise in the evaluation and assessment of MDAP/MAIS programs. Mentoring MDAP/MAIS programs on software planning, software architecture, software development, software execution, use of software development metrics, and software technical management processes for conventional waterfall and Agile methodologies.
  • Conducting statutory/regulatory independent technical assessments of MDAP/MAIS programs (e.g., Program Support Assessment (PSA), Preliminary Design Review (PDR), Critical Design Review (CDR), and software focused reviews) to assess the status of software efforts as well as risks and issues. The actionable recommendations from these assessments aid program managers in improving program planning and execution. These assessments also inform Milestone Decision Authority (MDA) acquisition decisions.
  • Maintaining a continuous engagement with programs to maintain an objective insight into programs’ performance-to-plan by assessing software metrics, schedules, risks, issues, integration, and management.
  • Performing independent software parametric analysis of development progress based on quality/timeliness/resource parameters received from program offices to quantitatively predict completion dates.  
  • Performing ad hoc analysis and generating high quality technical reports and presentations for senior DoD leadership to support various public speaking engagements, symposium, conferences, and Congressional/OSD/Service reports. These outreach forums are a venue to share best practices across programs, the Services and Industry.
  • Critically reviewing program milestone documentation and contractor deliverables to assess software equities. This task spans all phases of the system acquisition life cycle from advanced development planning and size estimating through deployment decisions and sustainment.
  • Assisting in the formulation and coordination of DoD software development policies, standards, and practices to be implemented across the department.

Qualifications

  • Senior level software subject matter expertise which includes a strong background in Software Engineering on DoD military platforms, Service-Oriented Architectures (SOA), Agile software development, Software Measurement and Metrics, Software Security, Systems Integration, Software Testing, Software Sustainment
  • Expert technical knowledge of Software Development Life-Cycle, Software Design, Software Architecture, and methodologies (e.g., waterfall, agile) as they relate to DoD systems. Ideally expert technical knowledge of more than one MDAP or MAIS program.
  • Expertise with modern large scale SW development (e.g., CI/CD/automation/full-stack/DevOps/cloud/Amazon Web Services (AWS)) processes on MDAP/MAIS programs (desired)
  • Experience with one of more domains or application types (e.g., real-time embedded weapon systems / safety critical (e.g. radar/avionics); Business/Enterprise Resource Planning; Near-real-time C4ISR SOA; Distributed systems; and/or Cloud)
  • Prior experience as a chief software engineer or architect on a program (desired)
  • Knowledge of software metrics (e.g., use of predictive SW metrics and quantitative analysis techniques) to gauge software quality, schedule and readiness – in order to support data driven decisions.
  • Experience in assessing software schedule realism (e.g., experience in evaluating the viability and degree of optimism in software schedules) (desired)
  • Knowledge of software test & evaluation (e.g., defects, stability, measurement and incremental delivery of end-to-end performance and capabilities, verify and validate capabilities (to include prototypes) through early, incremental user demonstrations and tests in high-fidelity environments)
  • Knowledge of the management of software requirements (e.g., ensure SW requirements are stable; traceable; allocated to iterations; and assessed for dependencies to meet iteration goals for capability and test)
  • Expert knowledge of the DoD weapon system acquisition and Systems Engineering processes defined in DoD Instruction (DoDI) 5000.02 and the Defense Acquisition Guidebook (DAG). Knowledge was obtained through a combination of formal training and job experiences related to at least one of the following domain areas: Ships and Submarines; Rotary Wing and Unmanned Aircraft System (UAS); Fixed Wing; Land Combat; C2ISR; Business Systems; Missiles and Missile Defense; Space; and Communications
    • Understanding of the DoD acquisition lifecycle, technical activities and timelines, statutory/regulatory documentation, certifications, and dependencies
    • Experience in performing system engineering functions such as translating user requirements to specifications, developing schedules, planning for technical reviews, quantifying and mitigating risks/issues, monitoring technical performance measures, and verifying requirements
  • Prior experience supporting a MDAP/MAIS program or senior-level staff in a Military Service or Office of the Secretary of Defense (acquisition or otherwise)
  • Strong analytical capability; Experience performing critical analysis of technical data with the goal of recommending corrective courses of action
    • Desired: Creative with strong data visualization skills
  • Excellent interpersonal and communication (oral and writing) skills. Must have experience in using critical thinking to prepare written reports and presentations for senior-level officials.  Must have demonstrated expert knowledge of Excel and PowerPoint software applications.
  • A minimum of a Bachelor of Science degree in an engineering discipline is mandatory. An advanced degree in a technical or quantitative discipline is highly desirable
  • Must have a SECRET clearance, and be capable of obtaining a Top Secret clearance.
  • Desired: Familiarity with DoD data repositories such as Defense Acquisition Executive Summary (DAES), Defense Acquisition Management Information Retrieval (DAMIR), Joint Capabilities Integration and Development System (JCIDS), Knowledge Management/Decision Support (KMDS), Acquisition Information Repository (AIR), etc.
