Overview

DECISIVE ANALYTICS Corporation is looking for a Senior Analyst to provide policy development and management support to the DoD Damage Assessment Management Office (DAMO) in Alexandria, Virginia.

Responsibilities

The candidate will serve as a technical analyst at the Defense Cyber Crime Center, providing specialized analytical services and support services to assist the Government in protection of critical technologies from foreign exploitation. This includes the following:

  • Support to managing daily execution of cyber intrusion damage assessments, policy development, inter-agency coordination, and process development.
  • Develop draft policy and guidance establishing risk assessment procedures for analyzing compromised technical information.
  • Conduct technical liaison and interaction with forensic examiners and cyber-security analysts to assess requirements for conducting damage assessments related to specific cyber intrusion incidents.
  • Coordinate AT&L damage and risk assessment status internally and with other OSD staff offices, with key stakeholders in the intelligence and counterintelligence communities, and with other Federal agencies playing key roles in damage assessment execution, planning, and response.
  • Provide subject matter expertise to assist in coordination of process agreements, reports, resource requirements, analytic support, etc.
  • Develop budget and resource recommendations.
  • Analyze potentially compromised data for key defense information.
  • Provide daily interface with companies participating in damage assessments to ensure understanding of the overall process, specific case requirements, and requests for information.
  • Review counterintelligence and law enforcement reports of cyber intrusions to determine requirements for damage assessments; coordinate with appropriate investigative agencies; determine applicable DoD equities; refer for action; track ongoing cases and reporting on analysis outcomes.
  • Perform trend analysis of results of past damage assessments and reviews of compromised information.
  • Provide research, analysis, evaluation, studies, assessments, and other support to AT&L decision makers based on results of specific damage and risk assessments.
  • Conduct open source analysis and, as feasible, interagency coordination on nominated damage and risk assessment cases; develop reports for AT&L and DoD CIO leadership as needed.
  • Oversee and coordinate for subject matter expert participation in damage assessments; provide initial training on associated analysis tools and administrative requirements.

Qualifications

  • Minimum of 15 years of total work experience
    • 10+ years of work experence related to: Acquisition and Program Management; Acquisition Planning and Support; Operations Management
    • 3+ years of work experience in Executive Decision Support and Analysis
    • 1+ years of work experience in OSD oversight role
  • Bachelor’s degree. Graduate degree desired.
  • DAWIA certification desired
  • Active DoD Top Secret clearance
  • Demonstrated ability and expertise with:
    • Defense Industrial Base Cyber Security Policy
    • Defense Acquisition Policy
    • Conducting analysis linking intelligence, acquisition, engineering/technical information. Analytic ability may be demonstrated with any combination of work products and education
    • Providing timely and accurate information to senior government officials in support of policy and management decisions
    • Supporting oversight of Military Departments and DoD Agencies
