Overview

Decisive Analytics Corporation is looking for a Logistics Manager (SME) to join our team supporting the Air Force Life Cycle Management Center (AFLCMC) in Dayton, OH! The AFLCMC) develops, tests, and fields Air Force aeronautical capabilities. Executing a significant budget, the AFLCMC/WWG Fighter-Bomber Special Programs Division conducts studies to identify new capabilities; transitions new technologies to operational platforms; executes demonstrations; and develops, tests, and fields new capabilities for the warfighter.

Responsibilities

  • Applies logistics knowledge to perform various product support tasks related to the planning, development, implementation and management of a comprehensive, affordable and effective systems support strategy for Air Force programs.
  • Address Product Support Elements: 1) sustaining/system engineering, 2) design interface, 3) supply support, 4) maintenance planning and management, 5) support equipment/automatic test systems, 6) facilities, 7) packaging, handling, storage, and transportation, 8) technical data management/technical orders, 9) manpower and personnel, 10) training, 11) computer resources, and 12) protection of critical information and anti-tamper provisions.
  • Manages the Technical Orders for several Air Force acquisition programs during all acquisition phases of development, production, and deployment/sustainment.
  • Develops and reviews logistics documents, including: Preliminary Technical Orders (PTOs), Technical Orders (TOs), Technical Manuals (TMs), Time Compliance Technical Orders (TCTOs), TCTO kits, Electronic Technical Manuals (ETMs), Illustrated Parts Breakdowns (IPBs), Technical Manual Contract Requirements (TMCR), and work specifications to ensure the documents meet Government Military Standards (MIL-STD) and technical requirements.
  • Interfaces daily with operational Major Commands, developmental and operational test organizations, and depots.
  • Maintains database tracking status of PTOs, TOs, TCTOs, etc.
  • Leads the Tech Order Certification/Verification (C/V) process and drives it to completion to support program product deliveries. Oversees the activities for TOs, TCTO requirements and C/V, Kit Proofing, and Non-Provisioning Supply Item Support.  Prepares TO management and verification plans. 
  • Uses TO 00-5-1, 00-5-3, and 00-5-15 processes, STINFO requirements (DoD Instruction 5230.24), AFI 63-101/20-101, MIL-STD 38784 (TO Formatting), and MIL-DTL 38804 (TCTO Formatting).
  • Setup and leads/supports engineering data, TO, and commercial manual guidance conferences and in-process reviews.
  • Review, tracks, and monitors verification and delivery of engineering/technical source data and identifies requirements for manuals to include military use of commercial maintenance, repair, service, overhaul, and flight manuals, and arranges for printing and distribution of TOs/data and change pages.
  • Annually reviews and updates the Division’s Technical Order Life Cycle Verification Plan(s) (TOLCVPs).
  • Develops/reviews Life Cycle Sustainment Plans, Depot Source of Repair, contract statements of work, and contract delivery requirements list.

Qualifications

  • Master’s Degree with 14 years of relevant experience, or Bachelor’s Degree with 16 years of relevant experience or High School Diploma with 20 years of relevant experience.
  • SECRET security clearance with background investigation current within the past 6 years, be qualified for access to Special Access Programs (SAP), and the ability to obtain a TOP SECRET Clearance.
  • Experience with DoD aircraft technical orders/manuals.
  • DoD Acquisition program experience.

 

Desired Qualifications:

  • TOP SECRET security clearance with Sensitive Compartmented Information (SCI) eligibility and background investigation current within the past 6 years.
  • 12 months or more of SAP experience within the past 5 years.
  • Experience as an aircraft Technical Order Management Agent (TOMA) or aircraft maintenance quality assurance.
  • DoD operational aircraft maintenance experience.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Life Cycle Logistics Certification.

Indepth knowledge of DoD acquisition program sustainment, product support, and depot transition.
